Regulations made by the Governor of Samoa relating to Chinese
laborers.
1. IMMIGRATION OF CHINESE LABORERS.
(1). Immigration of Chinese laborers is subject to the conditions of
the Ordinance of 1st. March, 1903.
(2). Chinese laborers can only be landed after having been examined by
the Government Doctor.
2. SUPERINTENDENCE.
(3). The Chinese laborers will be superintended by a protector of
Chinese specially appointed by the Government.
(4). The Protector of Chinese has regularly, at least every two months, to superintend all the plantations, on which Chinese laborers are working.
(5). Moreover the Government Doctor will inspect all Chinese laborers at
least once in 3 months.
(6). The Employer has the right to appeal against dispositions made
by the Protector of Chinese or the Doctor.
(7). A register to be kept and the following particulers to be entered: -
(1). Name, age, birthplace and district of the laborer.
(2). Name and place of Employer
and also to be noted:-
(a). Change of Employer.
(b). Any punishment of the laborer.
(c). Death with all details.
3. RIGHTS AND DUTIES OF EMPLOYER AND LABORER-
(8). The duties of laborers are laid down in paragraphs 9 to 14 and
those of the Employers in paragraphs 15 to 18.
(9). The Employer has to provide proper quarters for the Laborers and
in case of sickness to arrange for Doctor and medicine free of
payment.
(10). Houses to be in good condition and to be white washed every three
months. The houses to have proper places for cooking, washing etc.,
and the employer to provide mosquito curtains.
